Try the health and safety executive web site, you could down load a copy of their leaflet '5 steps to risk assessment'

I appreciate the reasoning behind your question, but do bear in mind that a risk assessment is a risk assessment no matter what the environment. My own experience is that office workers are more at risk from, for instance, manual handling (bulk mail, photocopy paper) than engineers. Also don't forget to look outside the office. Many "office workers" regularly visit the shop floor

It's advice is both sensible and practical, and it is geared to identifying and managing risks in "low risk" environments.
