Although I know the calculation regarding staff space per metre squared, can someone suggest what the actually calculation is regarding public spaces.

I'm sure there are some British Standards that would offer figures for this, but a book I use is "Ergonomics: Standards and Guidelines for Designers" by Stephen Pheasant and published by BSI.
It quotes some publications from the '80s and suggests dimensions for corridor and hallway widths and for other circulation areas (a little too numerous to reproduce here). One of the figures suggests for 'relatively free circulation' 1.2sqm/person.

HSG 195 The Event Safety Guide gives a figure for outdoor music events as 0.5 square metres per person. For other capacity calculations agreement with local authority and fire authority is required, the means of escape arrangements will determine this figure.
