Posted By Steve Appleton The Provision & Use of Work Equipt Regs - which covers the plant you mention, requires an employer to ensure that all persons who use work equipment, or supervise or manage people who do, have received ADEQUATE training on that equipment, including hazards and necessary control measures. This raises the question of what is adequate. There are many independent plant training companies that provide suitable training & issue a certificate or photo-card that usually expires after 5 years as proof. There are also nationally recognised awarding bodies, eg, CTA / CITB that issue their own photo-cards. That's not to say anyone without a ticket is not competent to operate plant, but I couldn't imagine a Principal Contractor allowing anyone to operate plant on site without evidence that they have passed a relevant training course.

Posted By peter gotch Mark, if you are thinking about eg construction contractors rather than your fireman using MEWPs etc, then one of the outcomes from Revitalising Construction is umbrella bodies such as the Major Contractors Group (MCG) signing up to charters committing to targets to ensure that site personnel are competent. Unfortunately I have come across many sites where the main contractor has allowed plant operates on site without evidence of competence! Regards, Peter
