The SHE management competences were described in a 4 x 4 matrix, as part of an overall approach to management competence in which SHE was one of 6 competence areas. The four areas of SHE competence were: how SHE legislation & enforcement works in UK; SHE Management System; accident/incident investigation; using SHE technology wihin the business. A paper/presentation at the 1997 IOSH Annual Conference summarised the system. I am aware of others who have devised similar arrangements, but not where details have been published.
