As with most large office environments my company generates a large amount of waste toner and printer cartridges. I know there are companies out there who receylce these items and as an environmetally aware company ourselves this is what we should be doing but is it a requirement by law. At the moment they are disposed of as general waste. Are they classified as hazardous waste? Is there any guidance out there regarding the safe handling and disposal of such items?

As with any other substance, check the manufacturers Safety Data Sheet - the one for my cartridges gives advice on ecological and disposal issues.
I donate ours to the Childrens Hospice Appeal Scotland who supply freepost bags for inkjet cartridges and collect toner cartridges free. They also take old mobile phones.
