I am currently reviewing my companies training records, with paticular regard to PUWER, the situation is that I have some long served staff who although may have had no formal training are in my opinion competent in the use of some power tools, this lead to the question...are grandfather rights acceptable until current training can be arranged? Would it be acceptable to say I deem these guys to be ok using the equipment, but with the idea of refreshing training when it can be arranged.

Graham,
the issue here as I see it is one of competence, what is important is that you develop a safe working procedure
( as a result of the assessment process) which then sets the standard required, then arrange to check your staff against that standard, then authorise those who meet the standard as being competetnt.
Any who fall below that standard, the resultant gap identified is the training need, which can be then be addressed,
