At the doctor's surgery where I work we have a combined disabled toilet/baby changing facility. This area has a alarm which is operated by a long pull cord and is intended for a disabled person to call "help". NB:- This toilet is open to the general public.
Unfortunately, the bright red alarm cord, is pulled at least once a week by a toddler while his mum is changing "baby". This can be quite a problem as the alarm has to be reset manually.
Is there any regulation that requires these alarms to be fitted or does anyone have any similar experience/solutions?
We have now reached the stage where a totally seperate baby changing area is being discussed.

The DDA requires "reasonable provision"
As a carer myself I would regard an alarm being required as "reasonable provision".
However, many would not regard shared facilities as reasonable provision anyway

Nicki,
I can sympathise with your problem, I get similar comments from my wife about kids setting off fire alarms at her school.
However, whilst there may be technical issues regarding DDA, and related guidance etc, that need to be considered, I would suggest short term actions, along the lines of asking mum to control her kid, be implemented.
