Can any body let me know where it states that green fire exit signs have to be lit.

As far as I am aware fire exit signs only have to be illuminated where there is a problem with the lighting in an area. They may be illuminated by the luminaires provided by the emergency lighting.
Normally this will apply to final exits but it all depends upon the building configuration, use and the arrangements laid down in a fire certificate.
You should take advice from your local Fire Safety Officer on this one. (It is free).

If you mean internally illuminated, this appears in licensing requirements for places of entertainment, performance of plays, films, etc.
