When care is being offered by social care staff to a client in the community. Is the clients home a workplace, as defined by the regulations?

Workplace Regs - reg 2(1)excludes domestic premises [ie. a client's home] from the definition of workplace.

So its not a workplace under Workplace Regs - reg 2(1). So with that, the definition in this case for care staff in the community is "a place of work". What steps can be taken to protect care workers who are being asked to work in a clients home, when the client will not turn the heating on. My thoughts are around our conduct of undertaking.
