In my experience it would depend on what industry you are in and what the potential risks are.
I found talking to a decent broker was the best option, and they found a willing company for us. At the time I was working within the electronic payments industry so the risk levels were very high

You could try Tolson Messenger on tel 020 8741 8361. They have an agency for PII with reasonable rates - about £300 for £250,000 cover.

When I tried to renew last year I approached the one recommended by IOSH, as I cover many areas, constrcution, demolition, asbestos, factories - seen as high risk environments, offices, workshops, etc - lowere risk - we were declinded and returned to Sennet Professional _ Canterbury in Kent. who offer cover with minimal words on the policy. See the Safety Practitioner or e-mail me and will cofirm.

I've always used Bland Blankart (last 7 years) and always found them to be very helpful and competitive with their rates.
No so with employee liability and third party - see earlier thread.
