areas looking for : how do you adivse safety rep, how do you know which safety rep (more than one per premise) etc

When I was a safety rep this same question often came up so please note the following:
There is a moral and legal imperative to inform Safety Reps of an accident in the workplace. Regulation 7 (2) of the SR&SC Regs 1996, Inspection of Documents and Provision of Information would cover most aspects of your question.
Best practice would be to divide the workplace into roughly equal areas and each rep would have the responsibility within that section, eg inspections, accident investigation etc.

The reps should be organised in some logical format to represent their staff. Surely you must be able to agree a simple geographic / organisational setup with them for the purposes of responsibility for accidents. Alternativelyt you could simply inform them communaly and let then decide who is most appropriate. Either way talk to the reps and see what they think - you will not necessarily be bound by what they say but they could have ideas of their own - present some options to them and see what they suggest.
