We need to train an engineer to inspect and test pressure vessels (small compressers), can anyone suggest a training provider?

Graham you do not say what the air is to be used for.
If it is for breathing then it must follow the regime outlined in the regulations covering RPE. Plus the written scheme of examination.
If it is for powering equipment or tools then it is subject to the same written schemes.
To cut a long story short I have never had to worry about this because the insurance company always did it for us.
If you rearly Want to accept this responsibility, then the manufacturer is probably the best trainer. Try someone like Hamworthy

Graham,
As Smudge mentioned it may be a lot easier to get an insurance firm to act as your competent person for the inspection of your pressure vessels (e.g. Allianz Cornhill).
They will be able to carry out inspections on other equipment under LOLER & PUWER too.
