Economic Impact of the UK Safety Regulatory Regime

Is anyone aware of any work that has been undertaken in this area? I.e. how does the regulatory regime impact upon competitiveness nationally, internationally, etc?

I'd try the TUC.
I seem to remember reading an article about how poor H&S in Poland etc enables them to produce cheap coal that brought about the demise of the UK coal mines.
The UK hosiery industry has likewise been wrecked by Far eastern "semi-slave" labour.

Think of Greece, Spain etc H&S doesn't exist, The laws do, but no enforcement!

J.IOSH had some papers you might find relevant as does Policy and Practice in Health and Safety (follow the Publications link on this site).
You could also use the search engine on the HSE website and look for the phrase 'Regulatory Impact Assessment'.

Iain,
I have been researching into the economic impact of health and safety at national level - looking for the positives rather than the negatives. There are many good papers written on this subject that should be able to help you. It is not an easy concept to get to grips with. My field at university was 'Social and Economic History', so I am fairly familar with macro economics, however, some of the papers can be read without prior knowledge. I find the subject interesting and only wish I had more time to spend on it.

At least from a theoretical point of view, I think the sections in Consultative Documents which describe the likely economic impact of the (proposed) regulation would be a good initial source.

Hi Iain,
You may recall the presentation we both attended where Gerald Forlin talked about Corporate Manslaughter. You might be able to get a copy of one of his speaches on this subject. Basically, he was arguing that CM would be very uncompetitive for the UK and that high flyers may be put off from coming under UK employment legislation and therefore would keep away from the UK.

You only have to read some of the outlandish "cost justifications" in HSC consultative documents to realise that no objective or realistic assessment of cost and benefits (if any - mainly to the Swedish paper industry it seems) arise from the UK's "doubled up in spades" implementation of EC directives. Indeed I doubt the HSE would be keen to see one, given their own stance that on their calculations any H&S regulation is financially beneficial!
