Does anyone know of anysite that offers online access to H&S legislation for free? I know its unlikely but to me it seems wrong that we should have to pay for access to legal information that we are expected to conform to and work with when in essence, we've already paid once for the legal system through taxation.

Most of the actual regulations can be downloaded from hmso using the SI number which you can find by searching the internet.

Not sure exactly what you are looking for but you could try Messam and Rider Limited.
www.mandr.co.uk
Go to web features and then the regulations hyperlink, the regs that are hyperlinked you can right click and do a save target as.

It is a bit of an issue - see www.agius.com/hew/comment/free.htm (although now a bit dated).
Although the legislation as such can now be got 'free' on the web, (earlier postings give websites) it is only the regulation, not the more day-to-day useful ACOP and / or guidance which comes as part of the priced publication.
However, there's a lot of guidance material available free from HSE - if you have the time to get hold of it via web or HSE Books.
If it's just one or two publications you need, libraries can be a good source (eg. Safety at Events - £20!).
