I know its unlikely but to me it seems wrong that we should have to pay for access to legal information that we are expected to conform to and work with when in essence, we've already paid once for the legal system through taxation.

Although the legislation as such can now be got 'free' on the web, (earlier postings give websites) it is only the regulation, not the more day-to-day useful ACOP and / or guidance which comes as part of the priced publication. However, there's a lot of guidance material available free from HSE - if you have the time to get hold of it via web or HSE Books. If it's just one or two publications you need, libraries can be a good source (eg. Safety at Events - £20!).
