Would you consider someone who has attended a system scaffold inspection course but who is not trained to erect tower scaffolds and has little experience of them as competent to inspect said towers?

Depends on the syllabus of the course precisely and whether the manufacturers instructions are available. Given a positive answer to both items then it may well be possible. It will also depend on your knowledge of the person involved

Whenever selecting any persons for training there should be an eliment of choosing those candidates that are expected to be suitable for that type of thing.
It sounds to me as though you already have your doubts as to the suitability of this individual.
In very general terms the proper training should make this person suitable, however you must consider that competence includes somebody with the relevant training and experience.
