stabilising solution or PVA (dilute or otherwise)- which is most effective? Or are there other alternative products around.

You could use a spray tack (carpet spray) solution to seal the ACM and further use "gaffa" tape over the top!

We remove asbestos from railway carriages and use Wetstrip (asbestos wetting agent) and Fibrebond (coating, sealing and supressing agent).
These are available from Industrial Adhesives Ltd in Buckinghamshire.
