Following the recent tragic fatal acccident in North Wales, when a car driven by a supply teacher reversed into a toddler (see link below), I am in the process of reviewing the OH&S guidance provided to schools on the safe management of traffic both within the school grounds and on the highways close by. I am the OH&S Advisor for the Local Education Authority.
Does anyone have any such [good quality] OH&S guidance they would be willing to "share" with me.

I have no guidance as such.
I can only tell you what a local primary school has done.
A perimeter fence was erected all round the staff car park from one side of the vehicle entrance to the other. A key (on the school side) and thumb turn (on the car park side) operated pedestrian gate was incorporated on the side closest to the school building and keys distributed to staff.
Children have no access to the car park (unless they enter from the road) and the pedestrian gate self closes.
