Does this mean, storage outside a department which are kept locked, or within the department? we have 25litre drums of thinners and lacquer which are stored in fire resistant cabinets which are not locked, also Domino ink and the wash are stored in fire resistant cabinets but are not locked

It comes down to risk assessment; if there is a risk of unauthorised use of the materials then the cabinets should be kept locked.

Posted By Bill Elliott Agree with Paul - the risk assessment should sort it. But in practical terms, I can't believe that you would need access to 25litres all at once. The smallest amount possible for current use need not be kept locked but the remainder ought to be outside of the department and appropriately secured with clear signage indicating the content.
