Who is responsible for the 5 yearly hard wiring tests, us or him?
When we first took occupation, the test was already out of date.

Sounds similar to a problem we have.
We rent an old property with a boiler that urgently needs replacement.
The boiler contains asbestos and the landlord is claiming that it is as fixture/ fitting and as such we have to replace it.
We did not install the boiler & if the building did not have heating we would never have rented it in the first place.
You need to check your contract and take the tack that mains wiring is not fixtures & fittings if you can.
Moral of the tale: ensure that the safety bod sees the contract to raise any issues before you sign on the dotted line.
