Is there a legal requirement to have PAT Testing carried out or is it just considered good practice?

I sense a four page reply to this on its way from one source or another.
As far as I remember(4 years away from the UK) there is no specific legal requirement and it is good (best) practice. There are undoubtedly many implications in the various pieces of legislation which, no doubt, will be sent in good time from more up to date colleagues.

Reg 4 of the Electricity at Work Regs requires all systems to be maintained to prevent danger, sfairp. Danger is defined as risk of injury. This is what gives rise to PAT but it must be remembered that fixed equipment and systems are also covered by the need for such maintenance.
