Could I have some points of view on whether or not a H2S gas monitor is considered PPE.

Such devices are specifically excluded from the PPE regs (Reg 3 (2) c ).
They are clearly on the margins and one could argue that they are not really PPE because they do not protect the individual, they only warn them. The protection arises from the individual doing the right thing when the alarm goes off. If the individual does not do the right thing they have done nothing to improve safety.
However, they are a necessary and vital part of many safe systems of work and as such should be looked after, calibrated, etc etc.
