Neal Robertson Friend of mine works as a bus driver, taking an open topped sightseeing tour round a major city - the type you see in London etc. Previously there was a 3 person crew - the driver in his sealed-off cab, a conductor who told the driver when to stop and start and kept an eye on the bottom deck, and a guide on the top deck who kept order, made sure no-one stood up when the bus was in motion etc. This season, to save money, the buses will only run with the driver. The conductor has been abolished and the guide will be replaced by cd-roms (which the driver needs to change while driving along!). My friend has contacted the HSE and local authority as he doesn`t think the driver can adequately control the passengers from an isolated cab, with no direct accesss to the bus and no video link to either deck. Neither body will take responsibility, and the union don`t want to know either. Two questions - who should be the enforcing authority and what H&S regs can my mate use to make a case with his employer? Any help gratefully accepted.
