I am seeking views regarding the management of asbestos prior to construction activities taking place.

I am familiar with CAWR 2002, MDHS 100, HSE guidance etc… but I am seeking other construction specialist’s views on the precautions to take prior to commencing works on site

i.e. what type of survey to carry out etc…

It is very much dependant on the extent and nature of work to be carried out.

In general any demolition or major refurbishment should have a Type 3 survey carried out to identify and assess the volume and type to be removed or managed. A Type 2 survey with specific sampling to areas where disruption/opening/fixing to fabric and finishes is proposed could suffice on lesser works projects .

However come 21st May 04, there would still be a requirement under CAWR 2002 for the duty holder of the premises to ensure a management plan is in place to cover the entire property for current/future works.

As long as you can prove that a suitable and sufficient assessment had been carried out by a competent person (i.e in relation to asbestos) to identify acms (asbestos containing materials) and the potential exposure from their presence had been identified and risks adequately managed then this should cover you.

CDM Regulations require that the Client provide information to the Planning Supervisor for incorporation in the H&S Plan which should include previous H&S Plans (if available), information on the building age and construction, any asbestos registers - all of which could allow identification and assessment for ensuring the health & safety of the personnel (construction, professionals, employees and public etc).
