I know this sounds trivial but I was asked to provide a risk assessment for a cleaner cleaning interior windows that are difficult to access due to large, heavy desks being in the way - any practical thoughts on solutions to this problem would be welcome.

I would first look at the posibility of having the desks repositioned so as to allow safe access to the windows. If the available space does not allow this, look at using poles to clean the windows.
