If it is being used to control a hazardous fume then yes it does.
I would expect to see a bit more than just a 14 month full inspection though.
Daily user checks, weekly or monthly airflow and condition checks too would be the norm.

Welding fume of unspecified content has an occupational exposure standard (see EH 40 table 2). Several elements in welding fume, where present, invoke more stringent precautions. I hope there is a risk assessment that has investigated the likely content of the fume, the likely quantity, has assessed its toxicity and specified the precautions to be taken to avoid exposure.
Welding processes are not all the same; at one end of the spectrum some produce almost no fume, whereas others produce great clouds of the stuff. Likewise not all materials are the same - mild steel produces low toxicity fume, but stainless steel needs greater control.
Therefore, by definition, using LEV with welding constitutes a measure to protect against exposure to a substance hazardous to health, and whatever is needed to ensure that it remains in efficient working order needs to be planned.
This is likely to include regular checks to ensure it is working from day to day, week to week, and WILL include the statutory inspection at intervals no greater than 14 months.
