You need to give us more info than that, Dingbat!
Currently, the recognised models for a SMS are the HSE guide HS(G)65 - Successful Health and Safety Management; OHSAS 18001 and BS8800:1996 - Guide to occupational health and safety management systems (currently being revised).
Note that at the moment, only OHSAS 18001 can lead to 3rd party certification similar to ISO9001 and ISO14001 although it is not accredited by UKAS.

Just scroll down to the bottom of the page and look for the link. When you are there you will find a safety management system is also available as a free download.

Finally just to correct something that Sean mentioned. Any management system can be 3rd party audited, not just if it has been designed around OHSAS18001.
Sean is correct about UKAS not accrediting any organisation to award safety management system certficates. I do not believe that this is widely known.
What you need to remember is that an audit is focussed on the efficacy of your system. Measuring it against ILO_OSH 2001, OHSAS18001 or any other standard is a choice that you or your company might wish to make.

There is a Safety Management System template available from the downloads page of the Fife Chamber of Safety.

It gives a sample layout and topics with links to relevent guidance documents.
