Taken from Approved Document K Building regulations 1991 “Protection from falling, collision and impact”.

Any part of a window that projects either internally or externally more than 100mm horizontally into spaces which are used by people moving in or about the building should be not less than 2m above the ground or floor when in a fixed position, or marked by a feature such as a barrier or rail about 1100mm high to prevent people walking into the projecting part, or marked by provision of surfaces with strong tactile differences, or by suitable landscaping features, so that people are guided away from them.

Hope this helps.

Tina,

BS 8213.

If you are concerned about small children falling through and from window should not be able to pass a 100mm dia sphere through the opening.

Regards, Peter.

and from today's Herald online, details of tragic accident....

A TODDLER died yesterday after falling five floors from a tower block.

.... aged 17 months, is believed to have fallen from an open window in Maryhill, Glasgow at 4.25pm.

Strathclyde Police said last night there were no suspicious circumstances around the toddler's fall from the 20-storey tower block on Glenavon Road.
