I am trying to ensure that a forklift truck working platform used on site is done in compliance with PM28.
Part 41 says that the tilt and side shift controls are locked using an 'appropriate locking device'. None of the forklift manufacturers I've contacted produce anything for this, so I was hoping someone out there might have done it before and could point me in the right direction.

Any ideas?

Although this requirement has been in PM28 since 1981 it is not generally adhered to. I regularly examine these items and have yet to find a fork truck fitted with tilt or side shift lockout facility.

Written confirmation of suitability without modification in accordance with clause 20 of PM28 would be the minimum action that would be required as justification to deviate from the guidance as part of your risk assessment.

I believe that truck manufacturers consider the degree of tilt and side shift to be insignificant on most counterbalanced and reach trucks.

Telescopic handlers which have a much greater tilt facility are generally fitted with a locking pin to disable the tilt control when being used with a work platform.

Associated Question -
PM28 and the associated HELA 32/8 have been withdrawn - I was advised by the HSE that a new PM28 was due in September 2003 but as far as I am aware nothing has been forthcoming - does anybody know if revised guidance is imminent.

Check whether the control levers that activate the tilt, side-shift or rotate functions can be unscrewed for the duration of the man-lifting operation.

This is the case with the Lansing Linde trucks that we operate and prevents inadvetant operation of these functions and form part of a safe system of work that should comply with PM28.
