Development of the health and safety profession

I am currently studying for the PgC Occupational Health and Safety Management.
I am looking for any information, articles, discussions, journals which relate to the development of the health and safety profession and the difference between technicians, pracitioners and professionals. In addition any information etc. on how the comparison between the ways in which health and safety is developing compared with other disciplines would be useful.
Any help would be gratefully received as I seem to have hit a bit of a brick wall with trying to track down any information.

The Engineering Council(UK)have clear definintions of competencies for the expected roles and responsibilities of Engineering Technicans, Incorporated Engineers (Practicioners) and Chartered Engineers (Professional). There are also clearly definged minimum academic qualifications that are expected for these grades of registration with theEC(UK). These grades of registration are surely analogous to the development withi the Health & Safety Profession.
