Who should load a 360 swing shovell or other piece of plant onto a low loader road transporter, Should it be the machine operator (who should be trained and competent) or should it be the low loader driver as he has responsibility for the load whilst he is transporting it.

Bear in mind that most machine operatives training does not include the loading or loading of machines just the operation of them.

The low loader driver will have had some training in loading and securing the machine/plant but may not necessarily be familiar with all machines.

I would say they each do the bit that they have knowledge of and practice in! The driver drives the machine onto the loading deck under guidance and direction from the low loader driver. The latter secures the machine using the standard tackle. There's a lot of literature on how to secure plant on low loaders - but you probably know that!

As per previous we always use a driver trained to operate the equipment who is normally guided by the driver of the lowloader.
Another interesting question to consider is who guides the movement of the lowloader? Large lowloaders often have rear wheel steer (one guy in the cab and one guy on the remote control at the rear of the vehicle). If the guy on the rear of the vehicle is not conversant with risks in the area (soft ground, cables, weight restrictions) you may need to use a banksman who is familiar with area as well.
I won't even start on traffic management if loading/unloading on a public road!!

Your low loader driver should be competent enough to load and secure the machine himself. Many low loader drivers have to drop and pick up plant....without some knowledge of the machine in question how can they do this? They should be assessed by a body like NPORS (National Plant Operators Register) and hold a loading securing catergory for each item of plant....the CITB also have a catergory for loading securing within the CPCS set up. All our low loader drivers also possess a CSCS competency card for the operation of our road planers some of which all-up with the transporter are in excess of 75 tonnes.
