The guys are debating about try to use the non-energy-absorbing-element lanyard for working at the height of less than 2 meters. The reason is that if fall down, the absorbing-element will be stretched and make them hit on the ground.

I have checked many safety harness specifications and and related safety rules, but can not find the answer.

Harnesses are not really of any use at that kind of hieght. The shock absorber can add a significant distance to the length of the lanyard. I would not use a harness in these circumstances-edge protection or airbags/beanbags are the way to be thinking. Also remember that if you use a cherry picker you must not use a lanyard with a sock absorber in it-it must be short and of a fixed length.

If you use a fixed length lanyard without any fall arrest used as such becomes fall restraint it should be better as it provides a fixed length to work within and it stops / prevents you working outside your area.
