What are the reposnsibilities of an employer for the portable (240v) appliances used by their freelance employees - i.e. whose responsibility is it to have it tested etc. - especially when the appliances are swapped and shared amongst them?

What exactly do you define as a freeelance employee. If it's a self employed person or are paid directly by another company and brought onto your site to carry out work then they are contractors. If they are agency workers then you hold the bulk of responsibility for ensuring their safety this would include portable appliance testing.

If you are paying them directly then they are employees.

Contractors

You should have a system in place for telling contractors what your health and safety arrngemennts are and what you require of them. This would include certificates of inspection for portable appliances.
