I am trying to find out how, if one has designed a new product, in this case an umbrella to fit on babies' buggies, one gets it tested for H&S. Trading Standards have pointed me in the direction of local authority H&S officers (Env Health) but this hasn't helped much. Any ideas?

It's worth asking RoSPA. Try David Jenkins who is their Consumer Product Safety Adviser.

I read an article in the August 2004 Readers Digest re lack of Sun Protection offered by Baby's Sun Hats. The article noted that there are no EU laws governing such items, but 'guidelines' suggest a UPF of 30 for clothing.
The report refers to work undertaken by SATRA Technology Centre in Kettering.
In general terms, be careful of the claims you make! Your umbrella might be intended to keep water off, to offer sun protection, or could conceivably be marketed as a decorative accessory! Fitness for purpose centres around what the item claims to be or do!

Thanks for both replies. I will sugeest that the person concerned contacts ROSPA.(please note I haven't got time to make umbrellas for pushchairs!)
Also the information regarding "fit for purpose" will be useful. I spoke to a HSE Officer regarding the initial query and was told that neither LA's or the HSE would inspect the product pre-production, but the Trading Standards might be interested in it once it was on sale. Further advice has been that there might be British Standards relevant to this issue, but, not knowing which ones are relevant, I haven't followed up this particular avenue of enquiry.
