Hi Frances,
In our College it's signed by the Principal, who is also our CEO. It is approved by our Board and College Safety committee and this is mentioned inside the front cover plus the dates it was approved etc.
hope this helps,
Ed

When I worked for a large organisation, the system worked as follows:
Company Safety Policy (eg. XYZ PLC) signed by Chairman of Main Board of Directors
Sub Division (XYZ Chemicals) Sifned by Chairman of Board of directors for XYZ Chemicals.
Sub- Sub division (XYZ ORGANIC Chemicals)Signed by CEO for XYZ Organic Chemicals (who would also be on board of directors for XYZ Chemicals)
Thingymajig Manufacturing plant, part of XYZ Organic chemicals, policy signed by Operations manager.
So, in reality Thingymajig manufacturing plant are displaying 4 safety policy documents, That of the parent company, the sub divisions and it's own. At each level though the policy is still signed by the most senior person at that level.

Our "old" Babtie Group Ltd policy was signed by Chief Exec.
Our new Jacobs UK Ltd trading as Jacobs Babtie policy, signed by Group Vice President, ie the top man within JB, and same person as old CEO.

Group or company policy should be signed by top man - CEO. local or site policy should be signed by top man - MD
Merv
Actually, I would wish that majority share holders should also sing on to company HSE ploicy. I wish.
Before they sign remind them of their legal responsabilities.

Francis,
It does not matter who signs the policy provided he/she is authorised to sign on behalf of the company/organisation.
Obviously, in order to show the company's commitment to health and safety, it should be signed by the CEO/MD/Chairman.
However, it is very important that whoever signs the policy does so for an on behalf of the board/governing body, not as an individual.
If you need more detail, please drop me an email.
Regards.
David

Francis,
Go to WWW.Google.co.uk and enter JSP 375, this is the MODs Health and Safety Bible and it works.
