Colin, try the supplying companies for copies of their info sheets. I know BOC do one for safe handing, storage and transport of industrial gas cylinders. Also the LPG Association are good for propane and butane cylinders. Do no forget HSE info from the website. These all contain detailed practical risk control measures such as proper storage, maximum allowed quantities, what not to carry with what, markings, staff training, ppe. Although a lot of it is for larger scale stuff they contain bags of good simple controls that you can take from them. I am out of date re the transport regs so cannot offer any help from that point.
This is one of those very low probability, high consequence risks don't you think?? I am sure that the answer to your assessment lies in the documents above.

I'm going to e-mail you a safety alert from Australia with regard to compressed gas kept in a car overnight. Shows the effects of a build up of gas in a confined space with a source of ignition. A real eye opener.

You have all probably seen it, but I have a photo of two gas cylinders in a vehicule - after a sudden stop one landed on the passager seat, the other went through the windshield. Could be useful in training

You will also need to display the specific H&S signage on the vehicles carrying the gas cylinders - The green 'diamond' shaped sign showing a gas cylinder with appropriate wording e.g. Oxygen ect...
