Dear all,
I am currently reviewing our scaffolding contractors method statement and would like to know if someone out there has an example of what a good scaffold contractor would write in his method statement?
I am just back from a site inspection where the scaffolder was working on his own. I have always classified scaffold erection and dismantling as a high risk operation which should be done as a team not lone working. Is that me being wrong or is it my "great" scaffold contractor trying to play daft with me?
Before anybody suggests it: if I was having my way he would be sent off of site! So any other suggestions?
Regards

What is a good scaffolder, builder, plumber etc is subjective unless you have specific knowledge of the safe working systems.
A method statement should be concise and relate to the safe application of the work to be done, and should not be deviated.
If you've classified the work as high risk, then this must surely have been identified in a risk assessment and measures taken to (reasonably) reduce or eliminate. Have you discussed the method(s) with him or reviewed his work systems. I think you should have told him to stop work and make safe.A scope of work will detail the scaffolding design, but the safety method statement will inform of the general safety not limited to mob / demobilisation, accesses, routine inspections, number of persons (!!),the working area, PPE, the public, signs, drawing or plan references.
In short the contractor should do exactly as it says on the "statement", safely.
How high was / is the structure?
Hope this helps.

Hi, I would expect the following to be consdered:
Where is it to be erected, What materials are to be used, ground conditions,Prevention of people & materials falling from the structure, protection of the public (or others in the vicinity), measures to prevent collapse - how & where can it be tied in & what bracing is required, details of the load capability, access and prevention of unauthorised access, the safe transport of materials to/from the platform, prevention of unauthorised changes to the structure, training, consideration for the weather, and an inspection schedule.
If you can get hold of the CITB's GE700 Construction Site Safety that has a good section on scaffolds

Are they working in accordance with SG4:00?

If they are members of the National Scaffold Contactors Association, they would need to comply with the associations code of good practice. This code suggests that any scaffold should not be erected by one person alone.
Falls from height are a part of the HSE's drive this year and they could be consulted for a reasonable answer to your problem.

Hello again,
I now have the method statement and got a better idea of what I should have in it. I am also looking at getting SG4:00 to get more info and booked myself for a scaffold inspection course to get a better practical understanding of scaffolding.
My boss would like me to work with the scaffolder and get them up to speed on their responsibilities and get them becoming "the best scaffold contractor around here" (his words!).
Any good practical advices on how can I achieve that objective?

SG4:00 is curremtly being revised and is not available on the NASC website, it may be available through CIP publications.
The method statement must address the areas of risk identified on the specific risk assessment, which will include the requirements of SG4:00. Specifically the method statement must address emergency rescue. You may require a different method statement for dismantling the scaffold.
