Yes. CDM covers projects not sites. If it is one project then how many sites it takes place on is immaterial.

Nigel, CDM regulations do not apply where the work to be done is of minor nature or where the premesis is normally inspected by the local authority. Also it is generally not notifiable if the work is carried out in an area which is not physically segregated, normal work is carrying on and the contractor has no authority to exclude people whilst the work is bieng done.

I would say not, but without seeing the exact scope of works it's hard to judge properly.

Why not ring HSE and ask them? They're really not as scary as people think!

I would question some of the advice. In my view CDM is site-based. Although CDM applies to "Projects" the notification requirements are site-specific so fitting doors across half the city could not be accommodated without breaking up the "project" into individual sites.

The "Small Works Exemptions" do allow such work to be done effectively without CDM and are site-based, and anyway your could classify the fitting of each door as an individual "project" which would fall under the CDM requirements again. I'm not even sure if this actually classes as "Construction Work" anyway.
