Can anyone point me in the direction of some guidance as to what type of scaffolding operations the various grades of CISRS scaffolders (basic, advanced etc.) are competent to perform? Do Basic scaffolders need to be accompanied by and an Advanced scaffolder when erecting working platforms? What types of scaffold structure can an Advanced scaffolder erect without a design by a competent designer?
I do not think there is specific HSE guidance on these issues, but I would imagine that the limitations must be set out somewhere. I have tried the NASC website, but most of the information seems to be only available to members.

The NASC documents can be bought from the website and are very worthwhile, also whilst on it's way out there is the old BS5973 standard for scaffolding that outlines the different types of scaffolding so is a handy reference.
Also why not try the CITB, they should be able to help as they do a scaffolders certifcation scheme so could tell you what knowledge level equates to each card. They used to do a glossy poster with all the cards and the requirements for the card.

To answer your question I can fax you through a list of competencies for both Basic and Advanced CISRS Scaffolder. Generally there is much confusion about what scaffolders can do or cannot do. The problem for the industry is that there are many Advanced CISRS card holders that obtained their cards through Grandfather Rights - this means in reality that they most probably have never undertaken any formal training. The key difference between advanced and basic is not that great - a temporary roof, a raking shore and flying shore,and as you say working from drawings (have you ever seen these most rudimentary of documents?) however, to follow the route from Trainee to Advanced Scaffolder you have to spend time in the industry and gain sufficient experience. We have many Basic scaffolders with 25 - 30 years experience in scaffolding ( Who would pay for their Advanced Courses?). If you think of the three components of competency - Skill. knowledge and Experience, a scaffolder in their early 20's holding an advanced CISRS card may have Skill and knowledge BUT little experience. After 30 years in the industry I know that there is something new to learn each day - adding to my own experience. We ask new employees to provide details of their experience. We check any references and also monitor their performance during their first month on the company. Confused? You will be.
