I'm looking for a short snappy powerpoint presentation on bicycle safety in inclement weather, does anyone know where I can find one?

Antony, bicycle safety: As mountain biking and the sport in general is developing it wouldn’t surprise me if there is a National Governing Body (NGB). I know there are courses such as Mountain-bike Instructors Award Scheme (MIAS). I also know there are courses for mechanics.
If you do a search for Biking or search for a local bike club and leave a message on their notice boards.
Hope this is of use.

Why not try the RoSPA website or the IAM (http://www.iam.org.uk/), not sure if they have a presentation but do have some very good cycling safety info to base a presentation on.

You could try the cycling press. I know it sounds like a Guest Publication from "Have I Got News for You" but there really is a mag called Cycling Weekly and its letter pages answer lots of queries from readers. (It's also the best cure for insomnia I've ever encountered.)
