I am faced with the task of breathing ssome life into a very tired safety committee, have to start from scratch.I am interested in your thoughts on how to develop an effective committee and appropriate terms of reference.

What type of business are you in? What sort of accident rate do you have or does your industry have? What enforcement action has been taken against other organisations?
Australia and NZ have some interesting Risk Management Standards how do you benchmark against these? Why are people not excited about the Safety Committee, have you asked them? What business/targets have been set for safety?
If your a poor performer then perhaps the Safety Committee is the wrong method for improvement, if senior managers are not interested than the interest soon goes from the rest?
Why not post some more information?

Have to agree with the previous posting and say that your thread needs some more information. At the risk of sounding pompous, it shows a lack of enthusiasim.

Give them $10 whenever their name appears under "Action By:..." in the minutes. Give them another $50 when the name appears next to "Action Complete"!
