But surely you don't mean all H&S Legislation - i.e Hemp spinning and weaving regs 1907; Herring Curing Welfare Order 1927; Genetic manipulation regulations 1989; Glass Bevelling Welfare Order 1921; Indiarubber regulations 1922; Spinning by Self-Acting Mules Regulations 1905 etc etc. Even "Redgraves" doesn't contain the civil regs stuff though.
