Julie,
As I'm sure you know, all the requirements of COSHH apply here including the requirement NOT to use a carcinogen if a non-carcinogenic substance could be used to do the job. The COSHH Approved Code of Practice contains a section on the control of carcinogenic substances. It's hard to give any more specific advice as you don't name the compound, or say what it will be used for and by whom.
If you want to discuss, email me direct with your phone number and I'll see if I can help. I specialise in biological and chemical safety.

I think you will have to provide some more information before anyone can offer any meaningful advice.
I am a little confused by your terminology. I assume that you are referring to risk phrases R45 (may cause cancer) and R22 (harmful if swallowed) but what do you mean by wanting some ACOP?

You will need to provide information such as where did you see the risk phrases, what other information is at that source?
Where did it come from and what is it used for. What form is the material, dust, solid liquid.
There is unlikely to be an ACOP on a specific material.
I think you need a standard format Hazard data sheet to start with. If you can get a trade name or active ingredient you will get something from the web on hazard data before 13.00hrs for your meeting.
