Pre-privatisation, most nuclear and non-nuclear power stations in the UK supplying power to the National Grid were operated by the Central Electricity Generating Board (CEGB). The CEGB had a standard set of Electrical and Mechanical (E & M) Safety Rules that basically set out how to obtain safety from the system eg. PTW, Senior Authorised Persons (SAP), etc. On non-nuclear sites, generally only the E & M safety Rules applied. On nuclear sites the Nuclear Safety Rules also applied.
Since privatisation and the fragmentation of the industry the AGR & PWR nuclear power stations are now operated by British Energy who, to my knowledge, still have a similar system. My understanding is that BNFL Generation (or whatever they are currently called?), the operators of the older Magnox power stations, also still operate a similar system.
