Hoping for some sensible advice as I'm fairly new to H&S and have inherited some weird and wonderful safety rules.
I have recently challenged the traffic system/signage displayed on our site. We have a single board at the entrance to the site with several traffic signs, one of which is the one way arrow, with a statement asking drivers to follow the one way route around the site. This seems fine until you realise that it only applies to visiting vehicles. Yes I know this sounds crazy! But our FLTs, motorcyclists and cyclists all travel in the opposite direction on all roadways to avoid driving around the whole site ie its the shortest route to one of our plants or the site exit(avoiding many plant exits and reducing exposure to other traffic mind).
Roadways on site are not that wide and we would not be able to have 2 lorrys passing each other in opposite directions, so one way for these vehicles is appropriate.
I have been challenged to prove:
1. That because we are not on a public road the signs do not have to be complied with by everyone!
2. To risk assess the traffic movements and prove it is too hazardous to allow our FLTs to operate against the one way traffic flow.
3. To find out what the implications are if we had an accident with 2 vehicles colliding particularly if one of these was a visiting lorry/van who was following the one way route
A nice one for Friday afternoon. Looking forward to my weekend.

The Road Traffic Act does not apply on your site; therefore, in that sense, the signs do not have to be complied with. However, if the signs have been put up following a risk assessment on site traffic safety, everyone must comply with them (HASAWA s7 and MHSWR Reg 14).

Read/obtain the HSE booklet on traffic control. HS(G) 135? Check the number.
Separation of pedestrians and where necessary one way traffic routes are standard practices.
Suggest your wave a few prosecutions under your managers nose, regarding prosecutions from mis-use/operation of flts, traffic control etc - available from HSE website in the enforcement section/database.
Also basic hazard spotting - hazard = moving vehicles/vehicle operations/loading etc. Risk = road accident, injury/death to pedestrians etc. All reasonably forseeable that accidents may happen. All reasonably practicable that your company puts into please adequate control measure and enforces them.
Sounds like your company needs an education programme to understand its duties.
I once did a specific site risk assessment for a company because they had been issued with an Improvement Notice from the HSE due to lack of traffic control around the site.
