Our organisation is a glass merchants and processing company, we have had a near miss whilst lifting a pack of glass, the wooden end caps which are used for the steel ropes from the overhead cranes to lift the pack disintergrated and the pack fell, no one was hurt thank god, my question is which regulation is this near miss reportable under is it PUWER or LOLER?

The failure of any load bearing part of a lift/hoist/crane is reportable under RIDDOR.
It is debatable whether the wood blocks would be considered a load bearing part... but I'm sure someone will now debate that point!

Totally agree with Alan - the incident is not reportable under RIDDOR much as it feels odd to not report such a major Near Miss, if I can use that term. It was not the equipment that failed it was the material being lifted via its packaging.
This does not mean to say that there were not potentially some regulatory breaches here - I leave that to you. But do investigate the method of work here, I am always dubious about using what seem perfect lifting points on a package unless they are clearly marked as LIFTING POINT. You don't give a pack weight but I suspect that it could have proved fatal in which case you need an effective answer.
