According to the title of ACOP L130 "The Compilation of Safety Datasheets", neither.

The reason why they aren't called "Manufacturers" becomes clear when you read Paragraph 1 on page 1. Still who cares as long as people stop calling them "COSHH Sheets".

Material Safety Data Sheet - this must be material specific information against an agreed European Directive framework.
