I know of a Midlands thermal plastics company that are wanting to fully review their COSHH assessments and chemicals they use. They are looking possibly a university student on summer vacation to complete this task. May be a good disertation project.
I am looking for suggestion as to where I might find such a person.

If the correct student is used this can be a very effective way of getting a dedicated resource. For example students on Chemical/Biological sciences courses or environmental course will often study COSHH as part of the course. Even if not they will have often have more detailed knowledge of the substances involved that many H&S people and only need brought up to speed on the legal requirements.
Other side benefit is that at the end of it you have one more student out there with solid Health & Safety knowledge and enthusiasm

A rare anaimal is the trained university student.
Generally they have no knowledge of safety whatsoever they are supposed to be studying.
So what responsible employer would depend on a students subjective view on a chemical.
If it wer me who got the job, I would just stamp "We'll all die. Consider Substitute" on each assessment!

I must admit i'm slightly annoyed by your comments about students and you are clearly not aware of the university courses out there now.
I am doing a degree in safety health and environmental management (modules cover COSHH regs and toxicology) and am just about to finish my 3rd year (a year in industry).
I have been working for a chemical manufacturing company and have had a lot of involvement in COSHH, managing MSDS's and chemical training.
Would you class me as having a subjective or incompetent view in relation to COSHH?

This seems to me to be a question of competence.
I would tend to agree that in most cases a university student will not have the required level of competence due to either a lack of training/understanding and/or a lack of experience.
However, it may be possible to find a student with the requisite level of training and understanding (and possibly even experience). I would suggest that as long as such a person is adequately supervised and some checks are done on the quality of their assessments then there is no reason they could not be used.
