Scratching head time, hoping someone can help....
Is there any difinitive legislation, british standard or guidance for vision panels on doors for a room within a room?
Your help would be gratefully recieved.

Look at "Fire Safety - An Employers Guide", it's an excellent publication and gives very clear views on this and many other related fire subjects.

The place to look is building standards regulations or british standards though they can be expensive to buy your local fire and rescue will advise on the applicable standard nos etc.

Start by looking at www.fire.org.uk, this is firenet and is mostly free and an enormous resource for any and all fire related matters. It has an online readable version of Fire Safety - An Employers Guide, links to the building regs approved documents and much else. If none of the resources help there is also a bulletin board though I think this requires registration,

It is accepted that persons working in a room within a room should be able to see what is happening in the outer room via a window or via vision panels. There should also be two exit points.

You should start with Building Regs Approved Docs and then work your way through BS5588.
I've not been more specific as you don;t identify the actual problems that you're trying to resolve.
