Have been looking at an external hoist that has been installed ground floor to fourth floor, inside a scaffold tower (tube & fittings). Has any body heard of a handover certificate been given for the ground floor and fourth floor only, on both, the scaffold and hoist as the other two floors have not been completed ie no gates installed to these levels.
I think the principal contractor is trying to blind the project manager with bull s*#@ - opinions please.

Strictly speaking there is nothing wrong here provided that there is no possibility of access being made to the intermediate scaffold levels until they are complete. That is to say ensure that no openings even for the gates exist until the scaffold is complete. The CPA produce a very good guide on hoist erection and inspection if you can get hold of it, the suppliers are loathe often to release it as it does highlight many common faults.
