I am trying to convince a manager that you cannot use the top of the ladder as an anchor point!!!! using fall-arrest equipment.
I would really appriciate some written evidence/ experiences that I could use in this battle.I am aware of Reg 8 and schedule5 under wah regs, but anything else anyone can point me towards I would be so grateful. Many thanks

A little lateral thinking is that as you need to be sure that the ladder has sufficient strength in the rung to withstand the foreseeable force (WAHRegs), call the ladder manufacturer to find out.
They will be horrified (hopefully) to hear of that use of a ladder, and instruct you not to. Under PUWER you are then obliged to stop doing it.
I doubt we will find a paragraph anywhere saying "don't use a ladder as an anchor point" due to the obvious nature of the risks.

Kevin, if the clear black & white of the WaH Regs and your powers of persuasion don't convince the person you're talking about, I have serious doubts about anything less than a full enforcement intervention being effective.
And sorry, but I still can't remember the details of the fire case we discussed.
